Overview of the State Department for Parliamentary Affairs
The State Department was established through Executive Order No.2 of 2023
on Organization of the Government of the Republic of Kenya and is domiciled in The Office of the
Prime Cabinet Secretary (OPCS) that was established under the Executive Order No. 1 of January 2023.
The Mandate of the State Department is to co-ordinate National Government Legislative Agenda across
all Ministries, Departments and Agencies (MDAs) and to oversee the implementation of National Government
policies. It institutionalizes the principles of the ‘Whole-of-Government (WoG)’ and ‘Open-Government (OG)’
approaches in Government processes and service delivery.
What is Legislative Agenda Tracking Information System (LATIS)?
LATIS is a coordination tool leveraging technology to digitize the tracking
and reporting of the status and progress of Government Legislative Agenda (GLA) Initiatives. Its goal is to leverage
digitalization to enhance operational efficiency in coordinating and implementing the GLA.
LATIS has five modules, namely: Bills, Policy, Public Policy Repository, Statutory Instruments, and Parliamentary Liaison Framework.
